Amends G.S. 153A-22.1 to allow Moore County Board of Commissioners to redefine residency district boundaries if they find substantial negative impact on compactness, contiguity, or respect for political subdivisions and communities of interest.

Reduces Moore County Board of Education from eight members to seven members, effective the first Monday in December 2016.

Board of Education structure: one member elected from each of Electoral Districts 1, 2, 3, 4, and 5 (as they existed January 1, 1997), plus two members elected at large.

Election schedule: Districts 1, 2, 4, and 5 elect members in 2016 and quadrennially; District 3 and two at-large members elected in 2018 and quadrennially thereafter, all for four-year terms.

Applies exclusively to Moore County; effective when signed into law and applies to elections held in 2016 and thereafter.
