Clarifies that the 911 Board must provide written decisions when denying distributions for PSAP expenses, including the reason for denial and information about appeal procedures.

Expands eligible uses of 911 Fund distributions to include base station transmitters, towers, microwave links, antennae, and other transmission equipment on towers used to dispatch emergency calls from PSAPs.

Maintains existing restrictions on 911 Fund use, prohibiting payments for real estate leases or purchases, cosmetic remodeling, telecommunicator hiring or compensation, and emergency vehicles.

Directs the Legislative Research Commission to study the 911 Board's structure, operations, and functions, including board composition, PSAP operating standards, and 911 Fund administration, with findings due to the Joint Legislative Commission on Governmental Operations by January 31, 2015.

Effective date: July 1, 2015.
