Authorizes the City of Durham to levy an annual privilege license tax on businesses operating within city limits, excluding those engaged in activities listed in G.S. 160A-206.

Tax amounts are based on the number of full-time and part-time employees as of June 30: $50 for 0-25 employees, $500 for 26-100 employees, and $5,000 for more than 100 employees.

Tax is due by July 1 each year for the fiscal year beginning that date; businesses must pay before operating in the city and cannot receive refunds if discontinued mid-year.

City council must pass an ordinance with at least 10 days' public notice and a public hearing before implementing the tax.

Effective when law is enacted and applies to taxable years beginning on or after July 1, 2015.
