Provides each member of the General Assembly with one full-time permanent legislative assistant or clerk assigned for the member's entire term of office, working at least 40 hours per week.

Allows members to opt for a full-time temporary employee instead of permanent staff, and permits overtime hours beyond 40 hours weekly with approval from the Speaker of the House or President Pro Tempore of the Senate.

Requires the Legislative Services Commission to grant legislative assistants and clerks the same salary increases, employee benefits, and privileges as other permanent full-time legislative employees.

Appropriates $1,400,000 for fiscal year 2015-2016 and $1,400,000 for fiscal year 2016-2017 to fund the legislation.

Becomes effective July 1, 2015.
