Department of State Treasurer directed to study establishment of a voluntary "Work and Save" retirement program for private sector workers without employer-provided retirement savings plans.

Program would be entirely voluntary with portable benefits transferable between employers, based in part on AARP recommendations.

Department required to report findings and recommendations to the General Assembly when it reconvenes in 2016.

Any recommended legislation from the study may be introduced using the same procedures as recommendations from other study commissions and statutory bodies.
