Expands the definition of "telephone solicitation" to include calls that create leads or referrals for which the solicitor will receive or hopes to receive compensation.

Broadens the definition of "telephone solicitor" to include salespersons, agents, subagents, contractors, third party vendors, and any party that receives a sales lead or inbound call knowing it was generated by a telephone call.

Reduces the timeframe for removing a telephone subscriber's number from contact lists from 60 business days to 30 business days after the subscriber requests no further calls.

Establishes joint liability for any party that knowingly receives or accepts sales leads or inbound calls that were generated in violation of automatic dialing restrictions.

Expands restrictions on automatic dialing and recorded message players to apply to entities using such technology directly or through third-party vendors.
