Authorizes the UNC Board of Governors to set discounted tuition rates for nonresident undergraduate students enrolling at UNC at Pembroke, provided the rate does not fall below the North Carolina resident rate.

Discounted rates apply only to nonresidents who reside in counties adjacent to North Carolina's border and within a specified distance of UNC Pembroke, as determined by the Board of Governors.

Maintains existing authority for the Board to charge graduate teaching and research assistants lower tuition rates that do not fall below resident rates.

Effective for students enrolling in the Fall 2015 academic semester and all subsequent semesters.
