Modifies the State Advisory Council on Indian Education membership structure from 17 to 15 total members.

Changes legislative appointments from one senator and one representative to one member appointed by the President Pro Tempore of the Senate and one member appointed by the Speaker of the House.

Adds requirement that two American Indian members from higher education be faculty members, with one appointed by the Board of Governors of the University of North Carolina and one by the State Board of Community Colleges.

Reduces American Indian parent members from eight to five and increases American Indian K-12 public school educators from two to five, with one educator required to be a Title VII director or coordinator and all members required to hold a current North Carolina professional educator license.

Expands representation criteria to include tribes and organizations recognized by the U.S. Department of the Interior, Bureau of Indian Affairs, rather than limiting to a specific list of named tribes.
