North Carolina Drivers License Restoration Act (H529)

• Restructures driving while license revoked offenses by creating separate categories for impaired driving revocations (Class 1 misdemeanor) and other revocations (Class 3 misdemeanor).

• Eliminates automatic license revocation for driving while license revoked in certain circumstances where the person had already met reinstatement requirements or the revocation period had expired.

• Treats violations of G.S. 20-7(a), 20-24.1, and 20-28(a) or (a2) as non-moving violations unless committed in a commercial motor vehicle or by a commercial driver's license holder.

• Requires courts to treat certain driving while license revoked convictions similarly to driving without a license convictions for insurance rating and license purposes.

• Effective December 1, 2015, applying to convictions on or after that date.
