Increases the threshold for inspecting rental properties from more than 2 verified violations to more than 7 verified violations within a rolling 12-month period, or 2 or more violations within a rolling 30-day period.

Changes the crime/disorder threshold for targeted inspections from the top 10% of properties to the top 4% of properties with crime or disorder problems.

Limits targeted inspection areas to a maximum of 1 square mile or 5% of county/city area (whichever is greater) and requires targeted areas to meet defined "blighted area" or "blighted parcel" standards.

Caps rental property registration fees at $500 per 12-month period for properties with verified violations, and eliminates discrimination requirements while adding protections against criminal penalties for registration violations.

Requires counties and cities to notify landlords of crimes/disorders counted against their properties and obligates local law enforcement to assist landlords in addressing criminal tenant activity and eviction proceedings.
