Authorizes the Chief Administrative Law Judge to appoint a Codifier of Rules as a permanent position in the Office of Administrative Hearings.

Sets the Codifier of Rules' salary at 90% of the Chief Administrative Law Judge's salary and provides longevity pay instead of merit raises.

Updates the definition of "Codifier of Rules" to specify the person is appointed by the Chief Administrative Law Judge pursuant to G.S. 7A-760(b).

Changes reference from "State Personnel Commission" to "State Human Resources Commission" and updates the Chief Administrative Law Judge's exemption citation from G.S. 126-5(c1)(26) to G.S. 126-5(c1)(27).

Takes effect upon becoming law.
