Session Law 2015-269 (House Bill 540) Summary

• Requests the Joint Committee on the Library of Congress approve replacing the statue of Charles Brantley Aycock with a statue of Reverend William Franklin "Billy" Graham, Jr. in the National Statuary Hall Collection at the U.S. Capitol.

• Directs the Governor to transmit the General Assembly's approval to the Joint Committee on the Library of Congress and North Carolina's congressional delegation.

• Creates a 7-member Statuary Hall Selection Committee appointed by the President Pro Tempore of the Senate (4 members, including one from the Billy Graham Evangelistic Association) and the Speaker of the House (3 members).

• Authorizes the Committee to select a sculptor, approve statue plans, identify funding sources for all costs including sculpture, pedestal, transportation, removal of the replaced statue, unveiling ceremony, and related expenses.

• Requires the Committee to report to the 2016 Regular Session and annually thereafter until completion of duties, then terminate.
