Increases physician licensure application fees from $350 to $400 and annual registration fees from $175 to $250, while maintaining lower fees for limited and volunteer licenses.

Prohibits the Medical Board from denying licensure applications or annual registration based solely on failure to obtain board certification.

Establishes confidentiality protections for Review Panel applications and investigative information while requiring publication of applicant names and recommended nominees on the internet; allows the Board to share confidential licensing information with the Review Panel.

Restructures the peer review program into the "Health Program for Medical Professionals" focused on assessing and treating licensees with physical/mental illness, substance use disorders, or professional sexual misconduct, with specific criteria for reporting serious safety concerns to the Board.
