Changes the standard for eminent domain from "public use or benefit" to "public use" in G.S. 40A-3 for private condemnors, local public condemnors, and other public condemnors, effective January 1, 2017, if constitutional amendment is approved.

Adds new authority for private and public condemnors to acquire property by eminent domain for the purpose of connecting customers to utility services, effective January 1, 2017, if constitutional amendment is approved.

Renames the "Emergency Savings Reserve Account" to the "Emergency Savings Reserve Fund" and increases the target balance requirement from 8% to 12.5% of the prior fiscal year's General Fund appropriations, effective for fiscal years beginning July 1, 2017, if constitutional amendment is approved.

Directs that savings from refinancing of general obligation bonds and special indebtedness be transferred to the Emergency Savings Reserve Fund rather than the previous account structure, effective for fiscal years beginning July 1, 2017, if constitutional amendment is approved.

Updates G.S. 143-239 to reframe the North Carolina Wildlife Resources Commission's purpose to emphasize wildlife conservation, hunting and fishing preservation, and management, effective January 1, 2017, if constitutional amendment is approved.
