Amends G.S. 14-410(a1) to authorize North Carolina State University to conduct pyrotechnic exhibitions on its Wake County property without requiring a separate county board of commissioners permit, if written authority is obtained from NCSU.

Allows the University of North Carolina School of the Arts display operator to appoint an on-site representative (minimum 21 years old and properly trained) to supervise proximate audience displays after the opening performance.

Adds North Carolina State University and The University of North Carolina to the list of entities that can authorize pyrotechnic exhibitions on their Wake County property without a county permit under G.S. 14-413.

Requires the State Fire Marshal to certify safety requirements for indoor pyrotechnic use by universities, including adequate fire suppression, structural safety, and sufficient building egress.

Effective upon becoming law on June 29, 2015.
