Allows retirees employed by the state in nonpermanent positions to retain full coverage options under the State Health Plan for Teachers and State Employees instead of being limited to bronze-level high-deductible plans.

Creates new eligibility category (1a) for retirees determined to be "full-time" under Internal Revenue Code Section 4980H who do not qualify as permanent employees.

Requires the Department of State Treasurer to reimburse employing units for the cost of covering eligible retirees from the Retiree Health Benefit Fund at least once per plan year.

Prevents retirees covered under the new category from simultaneously receiving retiree coverage benefits.

Becomes effective July 1, 2015, contingent on appropriation of funds by the 2015 General Assembly.
