Allows district attorneys and designated Department of Public Safety employees with concealed handgun permits to carry weapons in courtrooms and areas otherwise prohibited.

Permits administrative law judges with valid concealed handgun permits to carry concealed weapons, with exceptions for alcohol and controlled substance use.

Allows ordinary pocket knives in closed position at the State Capitol Building.

Expands concealed carry permit eligibility to lawful permanent residents and removes the three-year requirement for certain misdemeanor crimes of violence in permit denial decisions.

Requires reporting of mental health commitments, felony warrants, and domestic violence protective orders to the National Instant Criminal Background Check System (NICS) within 48 hours.
