• Requires clerks of superior court to transmit records of involuntary mental health and substance abuse commitments, insanity findings, mental incompetency determinations, and capacity findings to the National Instant Criminal Background Check System (NICS) within 48 hours of receipt.

• Mandates the Administrative Office of the Courts to provide historical records to NICS by May 31, 2019, including mental health commitments, insanity/incompetency findings, and specified misdemeanor convictions (domestic violence, impaired driving, drug possession).

• Requires law enforcement to fingerprint individuals charged with specified misdemeanors (domestic violence offenses, impaired driving, controlled substance possession) and certain assault/stalking/threat charges for reporting to NICS.

• Directs sheriffs to provide firearms permit applications electronically and requires arrest information (name, address, driver's license, date of birth, gender, race, Social Security number) to be entered into court information systems.

• Requires transmission of unserved felony warrants and domestic violence protective orders to NICS or NCIC within 48 hours; recodifies mental disability rights restoration procedures and maintains existing petition processes for rights restoration.
