Establishes a new crime making it a Class A1 misdemeanor to knowingly and willfully threaten to inflict serious bodily injury or kill a law enforcement officer, probation officer, parole officer, or detention facility employee because of the performance of their official duties, when the threat is received and believed by the officer.

Makes it a Class I felony to knowingly and willfully threaten to inflict serious bodily injury or kill any other person as retaliation against an officer for performing their official duties, when the threat is received and believed by either the officer or the threatened person.

Applies to law enforcement officers, probation officers, parole officers, and employees of detention facilities operated by the State or local government.

Becomes effective December 1, 2015, and applies only to offenses committed on or after that date.
