Expands the definition of "eyewitness" in the Eyewitness Identification Reform Act to explicitly include law enforcement officers acting in their official capacity.

Establishes "show-up" as a distinct identification procedure involving presentation of a single live suspect, separate from photo lineups and live lineups.

Restricts show-ups to situations where a suspect matching the perpetrator's description is located in close proximity in time and place to the crime, or when reasonable belief exists that the perpetrator changed appearance, and only when circumstances require immediate display.

Requires law enforcement to photograph suspects at the time and place of a show-up to create a record of the suspect's appearance.

Directs the North Carolina Criminal Justice Education and Training Standards Commission to develop standard show-up procedures by August 1, 2016, addressing eyewitness instructions, confidence statements, and officer training requirements.
