Allows rural counties (where 15% or fewer residents live in incorporated municipalities) to retain developer funds for road construction instead of transferring them to municipalities.

Counties retaining funds may use them solely for road development, including design, land acquisition, and construction, and may partner with the Department of Transportation to undertake these activities.

Counties with more than 15% of residents in incorporated municipalities must continue transferring all developer funds to municipalities for road development purposes.

Requires fund determinations to be based on trips generated from the subdivision or development, maintaining existing requirements for performance guarantees and orderly development standards.
