Prohibits state agencies from adopting rules, expending funds, or taking action to develop a State Plan implementing the EPA Clean Power Plan or adopting carbon dioxide emission reduction plans.

Requires the Department of Environment and Natural Resources to develop a State Plan requiring only heat rate improvements at coal-fired steam generating units, limited to technically achievable and cost-effective measures under the Clean Air Act.

Establishes expedited legislative review process for rules adopted under this act, allowing General Assembly members to introduce disapproval bills within 30 calendar days of Rules Review Commission approval.

Rules adopted under this act become effective within 31 calendar days unless a disapproval bill is introduced, with final effectiveness determined by legislative action or session adjournment.

Requires the Secretary of Environment and Natural Resources to file a legal challenge to the EPA Clean Power Plan in federal court if it conflicts with the federal Clean Air Act or other federal law.
