Establishes a 12-member Legislative Commission to study the administration of high school athletics by the North Carolina High School Athletic Association (NCHSAA), with 6 members appointed by the Senate President Pro Tempore and 6 by the House Speaker.

Commission membership includes representatives from the Department of Public Instruction, NCHSAA, school administrators, athletic trainers, sports medicine physicians, and parents of student athletes from schools of varying sizes.

Commission shall study the current conference classification system, playoff systems, school safety issues related to competitive imbalances, appeals processes for school classification, and means to improve officiating and statewide athletic participation.

Commission shall examine the requirement that 75% of members vote to change high school athletic procedures and may recommend amendments to G.S. 115C-12(23) governing the State Board of Education's oversight of interscholastic athletics.

Commission must submit final findings and recommendations to the Joint Legislative Education Oversight Committee and Joint Legislative Oversight Committee on Health and Human Services by March 1, 2016, then terminate.
