Restores local boards of education authority to transfer certified teaching and administrative positions to dollar equivalents using statewide average salaries rather than first-step salary schedules.

Allows conversion of classroom teacher and instructional support personnel positions to funds for any State Board of Education-approved purpose, calculated at statewide average salary including benefits.

Allows conversion of school building administration funds (principal and assistant principal positions) to any authorized purpose, also based on statewide average salary including benefits rather than entry-level salaries.

Maintains existing restrictions prohibiting certified position allotments from being transferred to hire the same type of position and prohibiting transfers into central office administration.

Becomes effective July 1, 2015, for the 2015-2016 school year.
