Department of Environment and Natural Resources shall study North Carolina's computer equipment, television, and electronics recycling program and report findings and legislative recommendations to the Environmental Review Commission by December 1, 2015.

Permits for sanitary landfills and transfer stations shall be issued for the life-of-site of the facility instead of fixed 5 or 10-year periods, with five-year limited reviews of operational activities, environmental monitoring, and closure plans.

Local governments must grant franchises for sanitary landfills for the life-of-site duration, and application and annual permit fees are restructured based on facility type and waste capacity with phased payment schedules for longer-term permits.

Eliminates permit renewal requirements for sanitary landfills and transfer stations, replacing them with limited reviews at five-year intervals where the Department may modify or revoke permits if material violations render operation a danger to public health or the environment.

Amendments apply to existing sanitary landfills and transfer stations when their permits next renew after July 1, 2016, and to new facilities with applications submitted after that date.
