Expands state funding eligibility for community college summer courses by including all curriculum courses offered during summer term in FTE (full-time equivalent student) calculations for budget funding formulas.

Removes previous restrictions that limited summer course funding to only technical education, health care, developmental education, and STEM-related courses.

Student membership hours from summer curriculum courses will now be counted in state-level budget funding formulas on the same basis as courses offered during regular terms.

Takes effect immediately upon enactment and applies beginning with the 2015 summer term.
