Expands the types of force triggering State Bureau of Investigation (SBI) involvement to include deaths following use of electronic control devices (ECDs), chemical spray, or physical force by law enforcement officers, in addition to deaths from firearm use.

Allows the surviving spouse or next of kin (defined as child, father, mother, sister, or brother) to request SBI investigation within 180 days of death, with the district attorney making the investigation request.

Requires release of an executive summary of SBI investigation reports to the decedent's surviving spouse, next of kin, and the head of the affected law enforcement officer's agency upon their respective request.

Permits the decedent's surviving spouse or next of kin to request release of the executive summary to any other person.

Maintains confidentiality of full investigation statements and reports under public records law, with release only as provided by applicable law.
