Requires the North Carolina School Boards Association and similar organizations to conduct annual professional development workshops in each region of the State on four school reform models, with particular emphasis on the restart model that gives local school administrative units charter-like flexibility while maintaining local board control.

Mandates the Department of Public Instruction provide timely information and assistance to support these workshops, with a goal of conducting multiple workshops annually for superintendents and their designees.

Authorizes professional development workshops on budget flexibility for differentiated teacher pay and other student achievement initiatives, with the Department of Public Instruction required to provide requested information and assistance in a timely manner.

Requires the State Board of Education to report recommendations to the Joint Legislative Education Oversight Committee by November 15, 2015 on teacher licensing improvements, including initial pay processing, process automation, lateral entry changes, Title II funding impacts, and licensing streamlining.

Becomes effective July 1, 2015.
