Establishes the Roanoke Island Tourism Coordination Task Force composed of seven members including representatives from the Department of Natural and Cultural Resources, Dare County Board of Commissioners, Roanoke Island Historical Association, Roanoke Island Commission, and National Park Service.

Tasks the Task Force with studying the operations and governance of the Roanoke Island Commission and Roanoke Island Historical Association to improve the efficiency, effectiveness, and financial sustainability of the Roanoke Island Festival Park and Elizabeth II State Historic Site.

Authorizes the Task Force to develop a proposed Memorandum of Agreement between the Department of Natural and Cultural Resources, the Commission, and the Association to further operational improvements.

Requires the Task Force to report its findings and recommendations to the Joint Legislative Oversight Committee on Agriculture and Natural and Economic Resources and the Fiscal Research Division by March 1, 2017, with the Task Force terminating on that date or upon filing its final report.

Modifies G.S. 143B-131.6(g) to eliminate the requirement that Roanoke Island Commission meetings be held at least four times per year, allowing meetings to be held as often as necessary.
