• Prohibits state requirement for on-site stormwater control measures to protect downstream water quality standards unless required by state or federal law.

• Exempts landscaping materials (gravel, mulch, sand, vegetation) from stormwater "built-upon area" calculations for areas with pedestrian/bicycle traffic or partial vehicular weight.

• Requires Environmental Management Commission to establish fast-track permitting for stormwater management systems prepared by qualified licensed professionals (engineers, landscape architects, geologists, soil scientists).

• Amends stream mitigation requirements to exempt losses of 300 linear feet or less of stream bed from mitigation obligations; requires state to support increasing federal permit threshold from 150 to 300 linear feet.

• Allows sanitary landfills to obtain life-of-site franchises (up to 60 years) and permits disposal of landfill leachate through aerosolization with zero liquid discharge.
