Dealers must retain records of all vehicles received and sold, with information required by the Division of Motor Vehicles made available for inspection within a reasonable period of time upon request.

Dealers may maintain records either as written or paper records at the dealership or another established site in North Carolina, or as electronic copies accessible to the Division from a location within North Carolina.

Records may be owned and operated by a party other than the dealer, allowing third-party storage and maintenance of dealership records.

Dealers may convert records to electronic form and retain them electronically without keeping original paper or nonelectronic copies.

The Department of Transportation, Division of Motor Vehicles, shall adopt rules consistent with these provisions, effective upon enactment on June 30, 2016.
