Authorizes law enforcement to seize, impound, and forfeit vehicles operated by drivers who violate G.S. 20-313 (driving without required financial responsibility/insurance).

Exempts vehicles from forfeiture if the defendant presents proof of valid financial responsibility meeting G.S. 20-7(c1) requirements to the judge.

Applies existing vehicle seizure and forfeiture procedures from G.S. 20-28.2 through G.S. 20-28.9 to violations of this section, with innocent owner protections for those unaware of the insurance violation.

Changes the driving without insurance violation from a Class 3 misdemeanor to a Class 3 misdemeanor with vehicle forfeiture consequences.

Effective December 1, 2015, for offenses committed on or after that date.
