Defines autocycle as a three-wheeled motorcycle with steering wheel, pedals, enclosed seating, seat belts, antilock brakes, and air bags that complies with federal motorcycle safety requirements.

Exempts autocycles from motorcycle endorsement (M) requirements on driver licenses; operators only need a regular driver's license to operate an autocycle.

Exempts autocycle operators and passengers from motorcycle helmet requirements under G.S. 20-140.4.

Applies standard motor vehicle regulations to autocycles regarding seat belts, safety equipment, lighting, and lane positioning, rather than motorcycle regulations.

Becomes effective October 1, 2015.
