NC H60

Allows drivers to pass slower-moving vehicles in no-passing zones if the slower vehicle is traveling at less than half the posted speed limit.

Requires the passing vehicle to complete the maneuver without exceeding the posted speed limit and maintain at least three feet of clearance to the left of the slower vehicle.

Requires the left side of the highway to be clearly visible and free of oncoming traffic for a sufficient distance to safely complete the pass.

Modifies G.S. 20-149(a) to clarify that the two-foot passing distance requirement does not apply when passing under the conditions established in G.S. 20-150(e).

Becomes effective December 1, 2015, for offenses committed on or after that date.
