State Board of Education must develop a process allowing parents or legal guardians to provide driver education to students, in consultation with the Division of Non-Public Education and Division of Motor Vehicles.

The process must establish qualifications for parents/guardians providing instruction, identify required course content, and set procedures for certifying completion of parent-taught driver education programs.

State Board of Education must complete the process development by February 1, 2016.

State Board of Education shall submit a report to the Joint Legislative Education Oversight Committee and Joint Legislative Transportation Oversight Committee by March 15, 2016, detailing the process and any necessary statutory changes.

Act becomes effective upon enactment.
