Establishes the North Carolina Board of Examiners for Motor Vehicle Repair Shops and Collision Repairs to license and regulate motor vehicle repair shops, collision repair estimators, service advisors, collision repair technicians, and mechanical repair technicians, effective December 1, 2015.

Creates a seven-member board appointed by the General Assembly and Governor with representatives from motor vehicle repair shops, collision repair shops, automotive trade associations, and consumers; members serve three-year terms with compensation per G.S. 93B-5.

Requires individual licensure for collision repair estimators, service advisors, collision repair technicians, and mechanical repair technicians upon completing board-approved courses and passing exams; licenses valid for one year with $25 annual renewal fee and eight hours continuing education.

Requires motor vehicle repair shops to obtain licenses valid for two years at $300 per renewal period, with four hours continuing education; shops must display licenses and maintain repair records for 36 months.

Prohibits insurance companies from negotiating or reimbursing repairs with unlicensed motor vehicle repair shops; establishes disciplinary actions including license denial, revocation, or suspension for violations, fraud, felony conviction, or incompetency.
