Reduces the timeframe for removing phone numbers from contact lists after a subscriber requests no further calls from 60 business days to 30 business days.

Establishes joint liability for any party that knowingly receives sales leads or inbound calls generated by violations of automatic dialing and recorded message player restrictions.
