Requires the North Carolina Environmental Commission to notify county governing boards before approving permits for land application of bulk residuals (biosolids) from wastewater treatment facilities.

Allows counties operating or contracting with a permitted incinerator to require by ordinance that bulk residuals be incinerated before land application.

Allows counties without a permitted incinerator to specify by ordinance an alternate method of pathogen reduction and vector attraction reduction for bulk residuals.

Requires the Commission to incorporate any county ordinance requirements into the permit for land application of biosolids.

Becomes effective October 1, 2015, and applies to permits issued or renewed on or after that date.
