Directs the Joint Legislative Oversight Committee on Justice and Public Safety to study criminal discovery rules in felony cases and related matters.

Requires the Committee to compare North Carolina's current criminal discovery laws and policies with federal criminal discovery rules.

Mandates examination of whether discovery rules should be revised to protect victims and witnesses from intimidation and ensure their safety before trial.

Requires study of prosecutorial authority to offer sentence reductions or other incentives to inmates or probationers/parolees who provide substantial assistance to law enforcement in criminal investigations and prosecutions.

Requires the Committee to submit findings and recommendations to the 2015 General Assembly before the 2016 short session convenes.
