Removes restrictions on opening and closing dates for school calendars in Franklin County and Nash-Rocky Mount school administrative units, allowing greater flexibility in scheduling.

Eliminates requirements that student opening dates be no earlier than the Monday closest to August 26 and closing dates be no later than the Friday closest to June 11 for these two school systems.

Removes the "good cause" waiver provision and modified calendar exceptions that previously applied statewide, allowing these school systems to set their own calendar dates independently.

Applies only to Franklin County and Nash-Rocky Mount school administrative units, leaving state calendar requirements unchanged for all other school systems.

Effective beginning with the 2015-2016 school year.
