Authorizes the North Carolina Division of Motor Vehicles to issue a special registration plate bearing the phrase "End Ovarian Cancer" and a teal ribbon design.

Establishes an additional $20.00 fee for the special plate, with $10.00 directed to the Special Registration Plate Account and $10.00 to the Collegiate and Cultural Attraction Plate Account.

Requires quarterly transfer of funds from End Ovarian Cancer plate sales to the University of North Carolina Lineberger Comprehensive Cancer Care Center for ovarian cancer research, awareness, and education.

Extends the deadline for Special Registration Plate Development Applications for the End Ovarian Cancer plate through May 1, 2015.

Effective date is July 1, 2015, except Section 4 which is effective upon enactment.
