Changes school performance grade calculation to weight achievement at 40% (down from 80%), growth at 20%, lowest-performing student growth at 20%, and additional criteria at 20%

Requires State Board of Education to identify additional criteria for school performance grades that measure safe learning environments and strategic goals, with annual reporting to the Joint Legislative Education Oversight Committee by January 15

Mandates all school report card publications include written explanations of the calculation methodology and school performance grades with Spanish translations

Applies notification and reporting requirements to traditional public schools, charter schools, and regional schools
