Authorizes breweries to sell unfortified wine at brewery locations upon obtaining an on-premises unfortified wine permit under G.S. 18B-1001(3).

Clarifies that the self-distribution barrel limit for breweries (fewer than 25,000 barrels per year) does not include malt beverages sold directly to consumers at the brewery.

Permits breweries to receive and sell malt beverages produced under contract with the brewery, provided the contract beverages display the brewery's name on each bottle and are made available to wholesalers without discrimination.

Allows "alternating brewery proprietorships" where one brewery permit holder can lease its facility to another permit holder, with the tenant maintaining product title and manufacturing responsibility throughout the brewing process.

Adds retail businesses to the list of entities authorized to obtain on-premises unfortified wine permits.
