Prohibits manufacture of personal care products containing synthetic plastic microbeads effective December 1, 2017, and sale of such products effective December 1, 2018, excluding over-the-counter drugs.

Prohibits manufacture of over-the-counter drugs containing synthetic plastic microbeads effective December 1, 2018, and sale of such drugs effective December 1, 2019.

Defines synthetic plastic microbeads as intentionally added nonbiodegradable solid plastic particles less than five millimeters in size.

Establishes legislative findings that microbeads are found in over 100 consumer products, are not effectively filtered by municipal wastewater treatment plants, and attract environmental pollutants with serious health impacts.

Becomes effective October 1, 2015.
