Requires businesses selling products or services with automatic renewal clauses to provide written notice to consumers 15-30 days before any renewal exceeding 30 days, via personal delivery, email, or first-class mail.

Mandates clear and conspicuous disclosure of automatic renewal clauses in the initial contract or offer, and clear instructions on how to cancel the contract.

Exempts insurers licensed under Chapter 58, financial institutions (banks, credit unions, savings and loan associations), entities regulated by the Federal Communications Commission, North Carolina Utilities Commission, and entities operating under franchises or licenses from political subdivisions.

Allows businesses to avoid violation if they demonstrate written procedures for compliance are routine practice, the failure was due to error, and they provide full refund or credit for all amounts billed from renewal until termination.

Renders automatic renewal clauses void and unenforceable if businesses violate the notice and disclosure requirements.
