Clarifies the definition of "built-upon area" in North Carolina's stormwater programs to include impervious and partially impervious surfaces that do not allow water infiltration.

Excludes slatted decks, swimming pool water areas, and number 57 stone (at least 4 inches thick over geotextile fabric) from the definition of built-upon area.

Excludes trails from built-upon area definition if they are either unpaved or paved with porous material having hydraulic conductivity greater than 0.001 centimeters per second.

Requires the Environmental Management Commission to adopt implementing rules by December 1, 2015.

Effective upon becoming law (ratified July 2, 2015; approved July 16, 2015).
