Expands risk-based remediation authority beyond industrial sites to all contaminated sites subject to remediation under specified environmental programs, removing the "industrial" limitation from the definition of contaminated sites.

Establishes the Risk-Based Remediation Fund as a revolving special trust fund financed by a one-time fee of $4,500 per acre (capped at $125,000 per site) paid by persons undertaking site-specific remediation.

Creates provisions allowing remediation of sites with off-site contamination migration if either the contaminated adjacent property is remediated to unrestricted use standards or the adjacent property owner provides written consent after receiving information about risks and liabilities.

Directs the Environmental Management Commission to adopt rules establishing risk-based cleanup standards for petroleum releases from aboveground storage tanks and other sources, including provisions for site-specific remediation standards and acceptable risk levels.

Allows the Department to consider State or local land-use controls as alternatives to formal land-use restrictions in remedial action plans, provided they adequately protect public health and provide notice to current and future property owners.
