Adds new definitions to bail bondsman statutes including "address," "approved provider," "cash deposit," and "personal identification" to clarify existing laws.

Expands who may provide continuing education for bail bondsmen from exclusively the North Carolina Bail Agents Association to any "approved provider" authorized by the Commissioner.

Modifies premium return requirements by allowing defendants to request bond termination via notarized written notice from all indemnitors and payers, and expands grounds for withholding premiums to include noncompliance with signed communication agreements.

Changes judicial officer discretion to mandatory arrest authority when surety requests defendant arrest with certified copy of undertaking for surrender purposes.

Revises surety bondsman appointment procedures to require former insurers to certify release within three days if no debt is owed and reduces response time for dispute notices from 30 days to 10 days.
