Creates new Article 9 in Chapter 75 of North Carolina General Statutes to establish consumer protection standards for roofing repair contractors.

Requires all roofing repair contracts (for repairs exceeding $750) to be written in the consumer's language and include contractor contact information, detailed damage descriptions, itemized cost estimates, inspection details, and a statement that the contractor must hold payments in trust until materials are delivered or majority of work is completed.

For insurance-funded repairs, contracts must disclose that consumers are responsible if insurance denies coverage, include a bold-faced cancellation notice, and provide a detachable cancellation form allowing consumers to cancel within three business days of receiving insurer denial.

Prohibits roofing contractors from paying insurance deductibles, offering upgrades or discounts as inducements, providing items of value for advertising, or engaging in insurance claim activities such as obtaining powers of attorney, reporting claims, or negotiating claim assignments.

Establishes that violations constitute unfair and deceptive trade practices under existing consumer protection law, effective October 1, 2016.
