Directs the State Board of Education to adopt rules allowing driver education instruction to be provided by electronic means, including permitting local boards to contract with public or private entities for online instruction.

Excludes actual driving experience from electronic instruction requirements, ensuring hands-on driving training remains in-person.

Requires the State Board of Education to adopt temporary rules by June 1, 2015, in consultation with the Division of Motor Vehicles.

Allows programs developed before rules are formally adopted to proceed during school years prior to the effective date of the State Board's rules.

Effective immediately upon passage and applies beginning with the 2015-2016 school year.
